Our Staff

The Center for Cognitive Education, LLC employs dedicated and experienced licensed therapists and educational based facilitators. Our staff are committed, compassionate, and professional towards fostering an environment which is conducive to self-evaluation, constructive criticism, and positive change. Therapists and facilitators utilize cognitive based concepts and techniques with the goal of holding the client accountable for their thinking and behavior, along with providing them with the necessary cognitive tools to allow for personal growth and positive change. For Court Ordered Participants, therapists and facilitators make every effort to act in a supportive role for referring agencies while also addressing the needs of the program and client. Our therapists and facilitators are knowledgeable and capable of addressing the needs of both voluntary and Court ordered clients.

Group Facilitator for the following programs: Batterers Intervention and Prevention; Cognitive Education; Cognitive Education with Substance Abuse Emphasis (adult & juvenile); Sex Offender Treatment (adult) within an individual and group setting; Cognitive Behavior Therapy. Mr. Eddy also conducts Psychosexual Assessments (adult).

Bio: Mr. Eddy has earned his Master's Degree in Professional Counseling from Texas State University (2004) and has met educational and experience standards to obtain the credentials of Licensed Professional Counselor Supervisor (LPC-S)(#60595) and Licensed Sex Offender Treatment Provider Supervisor (LSOTP-S)(#99046). Mr. Eddy has worked in the field of corrections since 1991. Previous to his current status with 'the Center, he has worked as a Probation Officer in Williamson County for 12 years and as a Counselor at the Williamson County In-patient Substance Abuse Center for 3 years. He had provided part-time contract counseling services for The Center For Cognitive Education, LLC since 1997. In 2005, he made his counseling practice a full time endeavor and currently provides therapy services in Bell, McLennan, and Williamson Counties. He provides supervision for other professionals pursuing LPC and LSOTP credentials. Mr. Eddy provides therapy services to individuals and family members involved in the Court Systems and self referrals. His basis for therapy includes building a trusting therapeutic relationship which allows for insight, accountability, and action. He encourages and empowers clients in an effort to provide an opportunity for them to make positive changes within their lives.

Bio: Ms. De La Rosa earned her Bachelor’s Degree in Criminal Justice with an emphasis on Corrections, Psychology, and Sociology from Southwest Texas State University (1989). Since beginning her criminal justice career, she has worked as a Case Manager at a federally contracted halfway house, a Statewide Casework Coordinator for an internationally recognized nonprofit organization, as a Case Manager, Probation and Parole Officer for state, county, and municipal criminal justice agencies, and as a Program Administrator. The responsibilities of these positions have included: providing field supervision and case management services for both youth and adult offenders; conducting program administration and training; case and program analysis; training for law enforcement agencies that were involved in the investigation of missing and exploited children; being an advocate for, and providing resource information to, victim families.

Ms. De La Rosa has provided group facilitation services for ‘The Center’ since 2001 and established a Managing Partner status in 2011 as the result of her father and Co-Founder of ‘The Center’ (John DeLaRosa), retirement. She has received specialized training in Cognitive based instruction, Certified “TruThought” Corrective ThinkingTM Practitioner, and has met the Batterers Intervention and Prevention Program Accreditation training standards for group facilitation. Ms. De La Rosa uses her broad spectrum of knowledge and years of experience to meet the overall needs of The Center for Cognitive Education, their referring agencies, and their client population.

Sex Offender Treatment (adult) within an individual and group setting.

Bio: Dow Fogleman has earned Master Degree’s in Behavioral Science, Counseling Psychology and Business Administration. He is a retired Parole Officer (sex offender officer) from the State of Texas. As a sex offender officer and now as a sex offender therapist, he has been involved in the supervision and treatment of sex offenders for approximately 25 years. He has performed over 200 psychosexual evaluations. Mr. Fogleman has received specialized training in Cognitive based instruction, Certified "TruThought" Corrective Thinking™ Practitioner, and has met the TDCJ- CJAD Batterers Intervention and Prevention Program Accreditation training standards for group facilitation.

Gene Milliken, BS

Bio: Mr. Milliken's experience includes working as a teacher for 14 years and retired from TDCJ - Parole after 10 years of employment. While at Parole, he was a trainer for two years. He has also pursued Graduate Level work on Educational Psychology at Texas Tech University. Mr. Milliken has received specialized training in Cognitive based instruction, Certified "TruThought" Corrective Thinking™ Practitioner, and has met the Batterers Intervention and Prevention Program Accreditation training standards for group facilitation.

Bio: Ms. Holts has earned a Bachelors Degree from Texas A&M - Commerce in Criminal Justice (1999). She has worked as a Parole Officer for the State of Texas for five years and has been working with the Center since 2008. Ms. Holts has received specialized training in Cognitive based instruction, Certified "TruThought" Corrective Thinking™ Practitioner, and has met the Batterers Intervention and Prevention Program Accreditation training standards for group facilitation.

Chris Smith, MA, LPC, LSOTP

Bio: Mr. Smith earned his Master's Degree from Texas A&M – Kingsville in Professional Counseling and Guidance and has completed all coursework and experiential training to be credentialed as a Licensed Professional Counselor and Licensed Sex Offender Treatment Provider in the state of Texas. He has several years of experience in supervising and co-facilitating groups for emotionally disturbed children (within a Therapeutic Residential home) , along with reviewing and assessing psychological impairments related to a clients' ability to maintain employment. Also, Mr. Smith has met the Batterers Intervention and Prevention Program Accreditation training standards for group facilitation.He has been working with the Center since 2010.

Bio: Mr. Bierds earned his Master's Degree in Community Counseling from the University of Mary Hardin-Baylor and has completed all coursework and experiential training to be credentialed as a Licensed Professional Counselor and Affiliate Sex Offender Treatment Provider in the state of Texas. He has also met all training requirements for credentialing as a Certified Anger Resolution Therapist. Mr. Bierds has worked in the education field since 2001 and in counseling since 2005. During this time, he has worked as a school counselor working with juveniles and their families, along with providing counseling in private practice.

Bio: Bachelor of Science Degree in Criminal Justice from Texas A&M University Central Texas located in Killeen. He has 15 year experience in the field of probation with extensive training in cognitive based programs, TruThought curriculum, Thinking for a Change, and Moral Reconation Therapy. He is currently employed full-time at a local probation department as a staff development training coordinator.

Bio: Pierce Green earned his Master’s degree in Professional Counseling in 2003 from Texas State University in San Marcos. He has been licensed in Texas as an LPC since 2008. He is a certified mediator and worked for 4 years as the program manager for adult and youth anger management and conflict resolution training at The Conflict Center of Denver, CO. He has met the TDCJ- CJAD Batterers Intervention and Prevention Program Accreditation training standards since 2010.
